try and parse partial output if last attempt and added more anti-caching measures

added anti-caching api calls, so that retries are more sucessful rather than getting a cached response

retry seems to work and exits if one chunk fails. Needs more testing though

added retry logic for when extract_json_from_response fails, also moved it completely within utls file"
