The singleton pattern is no longer used in this project.

Changed version.

Added default permissions.

Added "not implemented" messages to unimplemented commands.

Renamed the create command.

Prevented factionless and non-faction-owners from creating elections.

Implemented the create command and added some TODOs to the ElectionFactory class.

Registered new commands and altered the output of the help command.

Created some skeleton commands.

Implemented factories for domain objects.

Created PersistentData class and some skeleton factories.

Added a list of voters to the Election class.

Elections now have unique IDs.
