A trim level of TRIM_MEMORY_UI_HIDDEN is applicable to a process with a state such as PROCESS_STATE_IMPORTANT_BACKGROUND, PROCESS_STATE_TRANSIENT_BACKGROUND, before the process goes to CACHED. And these are the some of the process states we don't want to apply the background MemoryCategory to.
