Restore GCF binaries to officially released versions

Fixing the yetis to work with new log message output from DEA

Update gcf Binaries:

Increasing the wait timeout for the app starting process

update loggregator test app name

change name to loggregator-test for loggregator app so as not to conflict with acutal loggregator on single domain environments

bump ruby version

Updating the gcf binaries

Increase timeout for another scaling instances test

Increase timeout for the 2nd instance to come up
