Fix test to ignore MaxReportLength - this differs between OSes

Fix DllImport targets to match the most common Linux ABIs for these libs.

HidDevice.ToString() should use hex for VID/PID. The world uses hex for these.

Run the test app on an external console, not the embedded console

Target Framework 4.5 - Mono doesn't support Client profiles anyway, and Mono 4 only targets 4.5

Ignore interstitial build output from Git
