Make it possible to click on one package to update it

Updated extension command name to avoid collision with commands around npm

Adding loading indicator whilst looking for new package versions

Pivoted to using nuget cli instead of making requests ourselves. Means we don't have to tackle auth for private feeds. Nuget cli already handles.

After selecting a package or packages, fetch available versions from nuget feed (will use nuget.config sources)

Split the code up by hand and made the webview order the packages by name
