update_algorithms now generates a list of the algorithms in the documentation

Writing make variables file, similar to PETSc's

Removed petsc_brgn from test_parameters files, because PPPL cluster only has petsc 3.10 (which lacks BRGN), and the failures were causing a major slowdown in running the tests on PPPL. Now tests all pass on PPPL.

For some reason, nlopt_mma became nondeterministic on draco after the last system update on draco. So changed algorithms.dat accordingly
