Update release script to remove warning about testing wheels locally since GA already does it.

Update readme to indicate correct python version compatibility.

Address documentation improvements and other minor changes (#238)

Update wheel building to exclude a debug branch.

Restore ability o build on all currently supported Python vesions after debugging steps.

Build wheels for all OSes and test on all but windows.

Add PIP_EXTRA_INDEX_URL to allow pip to install from here if it cant find a package on PyPi.

Remove extra install and add torch installation manually.

Manually add pytorch cpu to allow tests on windows.

Update pyproject toml to remove licence in classifiers.

Update GA to remomve spruious comment.

Test only on windows for debugging.
