Add nighttime captures

Add static image captures to the repository, so we can later write a javascript-based simulator, to show people what the lights looked like long after they've been taken down. Included in this commit are static images taken during the daytime, and during the daytime with the jbm_filter. During the evening one day I'll need to capture some nighttime images.

Wrap referer string in str(), to handle 'none' case

adds camserv_plugins/, containing the anti-sun filter, which is a right pain to build

Serve up a 400 if we fail for some reason. Otherwise, when bots like google will just see the TCP session closed with no error code, and constantly retry for a while.

I don't know if this will work, but try to keep the robots off of /run_one, too.
