docs: add RELEASE.md and CONTRIBUTING.md

Update a Core Development Philosophy in various agent documents.

Update agent-organizer to remove the context-manager role from agent documents (never called base on experiment). Enhance CLAUDE.md to reflect new development guidelines and remove context-manager communication protocols across agent files.
