adding more test checks and fixing osme issues

use less decimals for precision

straggling to understand why travis-ci is not compiling in mac os x

adding cython to the list of requirements

adding some test and forcing the installtion of fixed version for each python package.

it looks like on travis,libresample holds different version for the python bindings and the one running in C++

updating some tests to fix random errors

just cleaning some warnings in python

replacing librosa because it's a little slow for reading wav files

updating the way we compare the floating point, we were calling the wrong method.

yet a small modification to compate single and double precision floating points
