Refactoring a bit

Begin implementing WA requirements for paging

Disable an existing member that is active if they have a "Pending New" status in WA.

Added a sqlite database to keep track of when we updated a member, along with the last sync time

Added requirement for switch --full or --latest to indicate what kind of sync to run
