readme's for all the projects added, budget app finished it development and requirements.txt updated

transfer method was added and the formatted_str had some changes in the format

repr method added, formatted_str method created, get_balance refactored, ledger changed to an instance variable -> all working properly. Transfer_funds and chart still missing

updated time_calculator to the final version and uploading the Arithmetic_Arranger exercise completed

get_balanced method modified and witthdraw method added

First commit, time calculator developed, budget app is still in
